For your first question, you need at least 15 posts on the forums that aren't classified as spam or trolling, as I'm led to believe. Just read over the application info again, it's laid out pretty clearly.

Either Stock or Rescue Ranger. Stock is great for general use, as it puts out solid damage with good ammo reserve. The Rescue Ranger is amazing at positioning yourself as to get an edge on the other team, not to mention the repair functionality of the weapon.

Terror is nice. In all honesty though, I like stormy as a general all class effect, it can go with a bunch of loadouts and isn't really as flashy as the electric effects.
