I think you are all forgetting the beloved Scunt the best class.
@SuperGuard
"Scunts" are conspiracies made by salty Pyro and Soldier mains when we get the better of them. Pootis Pow is a more popular meme whereas Spycrabs are just dead due to the rise of Spyboxes.

This is a tricky one however I'll need to go with the Pootis Hoovy. Spycrabs have the advantage of more versatility with combat since Pootis Hoovies don't have much besides the "Pootis-Pow" gun and stunning. However, Spycrabs move so slow and need to get up close to attack the Hoovy that they are an easy target for a stun and insta-kill.

Alright, i'd like to go for a more "in depth" analysis here.

Lets start with heavy's pootis pow. Its range goes about as far as 500 hammer units (9 players) and its horizontal range is just a litttle bit longer then heavy himself. This is overall decent but there's one big problem with his pootis pow: it takes forever to start up, not to mention it has a bunch of end lag.

if he hits he hits hard but his slow performance sadlt makes pootis pow very situational and mostly unviable.

As for spycrabs, what hurts them most is their slow movement. If they are catched off-guard there's no way for them to escape. However, if put in a 1v1 against a pootis pow heavy they have just enough time to move out of the way when heavy is getting ready to pow.
They also have a 1 hit KO move but they have to get behind the heavy to perform it or they just have to stab him a bunch of times while not getting hit by his pow.

in my opinion, in the pootis pow heavy vs spycrab matchup, spycrab has the upper hand.

It would be a stalemate for a while since heavy can move away when spycrab gets near and fire another shot from a distance, only for spycrab to.move out of the way. However eventually they would reach a dead end, giving spycrab a chance to get close to heavy and inflict damage on him.

Overall, spycrabs are better then pow heavies but thats about the only thing theyre good against. Both are outplayed by most of the rest of the cast which is why they have such a low spot on the team melee 2 tier list.

(I did not taking weapons in account for this analysis mostly because i think they shouldn't be tournament legal in the first place)

Yes, however you forget the item that the Pootis Hoovy can use, which is the Holiday Punch. Not only does it have the Pootis POW insta-kill move, but it also allows him to stun enemies easily and then set them up for the Pootis POW. This gives him a massive upperhand on the slow-moving Spycrab, as he can easily stun it and then kill them. The only defense the Spycrab has then is close corners combat with his knife and lots of turning around to avoid getting hit in the back and therefore stunned. However, with his slower movement, that will only go so far.

I didn't consider weapons but even with the holiday punch, spycrab has quite a fast turning speed. He only lacks in movement speed.

As long as he keeps his focus, he'll be able to keep his back away from heavy. He can even get some stabs in and kill him off.

So imo even with weapons, spycrab has the upper hand.

Sure, but since the Pootis Hoovy has the upperhand in movement speed, and TF2 hitboxes are broken, how far will this turning speed keep the spycrab safe until he gets stunned? The Pootis Hoovy also has the upperhand in terms of health and defense, so he can tank some up close stabs from the Spycrab in exchange for hitting him with the Holiday Punch.

Yes it would come down to a matter of skill. But assuming both players are at a high level, this wouldn't be much of an issue for the spycrab.

However at lower levels of play, heavy might be able to get a punch in and kill spy off while Spy has zero chance to escape since he has the longest laugh in the game.
