How the hell does wonderland.tf get to use free hats, taunts and etc in servers?!?!?!?!?!

I've been playing for years and I didn't know where to ask this excellent question.

Looks like no-one have answered it so ill do it for you sorry
If you are in the steam group you get access to commands. Listed

"!wear [item id]" - will put that cosmetic on
"!unusual" - will give you a menu for putting unusuals on your cosmetics
"!taunt" - will give you a menu for using taunts (unusuals included)
"!shop" - will open a shop which you can buy cool stuff

These are the main commands for cosmetic use


Oh and for getting to use of theses commands i dont know exactly but its called SourceMod
