Accepted Add !nominate to LA Jailbreak (and other Jailbreak servers with map cycles)

It's a command that allows people to nominate maps for the next map switch vote. I believe people would appreciate being able to promote their favorite maps for votes, and it could be also used to gather information on which maps are most favored by players.
