For the uninformed, a null-cancelling movement script is a script that fixes an annoying issue in the game with the character's movement.

In vanilla TF2 you press left after pressing right, or vice versa, your character stops in their tracks. With a null-cancelling movement script, your character will move in the direction you pressed without stopping. Because of this, it's extremely popular with competitive players and decently popular with casual players. Permanently banning people for having one in their config is simply ridiculous given that doesn't give any real advantage over regular players, and is instead a script used as a quality of life improvement. And unlike a bhop script, most people with this enabled aren't doing it to give themselves an advantage or make themselves harder to hit, permabanning what's likely a random rule-abiding competitive player from the server just for having it enabled seems like an awful idea.
