Declined Appel for a perma ban

Hi, it has been more than 2 years since I've played TF2 and about 1 year since I've been on a computer. I've recently built myself a new computer and I decided to play some TF2, I join a Wonderland server and see that I am banned, I then remember that I cheated a long time ago and that I got an IP perma banned.

If it is possible I'd like to get unbanned, I know I did bad in the past, but I would really appreciate it since the majority of server I want to join are Wonderland servers. If you need to know why I cheated, I was bored. My old laptop couldn't even run cs:go on low settings and resolution, my few options were GMOD, TF2 and CS:S. Out of boredom and curiosity I decided to download a third party software and got almost instantly banned from all of the Wonderland servers.
