Normally i'd suggest to just build one yourself, but due to the gpu prices i'd suggest getting a pre-built.

I don't normally play any other games then tf2. If this is you a low end computer will do just fine.

Depending on where you look you can buy laptops/computers from people just looking to get rid of them and you might luck out. Go for something that has an i3 core minimum and then the rest will probably be fine
