I'd agree with this, other than it makes it harder to hide that you rebelled (i.e. a blu opened armoury in front of the reds and a few grab ammo and run back to the group, then lose rebeller status and blus have no idea who got ammo). It's mostly just nerfing the reds so if they somehow do get ammo and get back into the group of reds, they can't hide.
