Not sure what you're referring too when you're talking about servers being offline, you are free to check bans @ https://bans.wonderland.tf/

Anyway, you are permanently banned as you got banned on an alt for cheating (https://steamcommunity.com/profiles/76561198843287586). Given the time proximity of the bans, them being on the same server, and the alt being an obvious throwaway account on your IP, I can confidently say it's you. Therefore, as cheating is not tolerated under any circumstances;
