Make the order AFM illegal on golden frying pan day because funny

The reason on ordering them to AFM is quite obvious. If not, most wardens did that to make inmates hear clearly and not making annoying noises.

If it's completely disallowed, then I wouldn't blame the warden is they're talking clearly while you guys are swinging your pans.
Overall, I don't see a good reason why we should disallow wardens on restricting from moving their mouses during that LR.
