We can't do anything about that because you kinda forgot to provide a link to his steam profile. I wouldn't know, who to search for. You also did not provide any kind of proof.
Also, killing on trade/stock servers are perfectly allowed as that's the intention of the game you are playing. We have no rules against people, who kill friendlies, that would be dumb.
Please provide his steam profile and some kind of proof, be in screenshots or a demo.
