I mean if the sniper can aim then they can kill the scout most of the time. So scout counters bad sniper and okay sniper. Good sniper can kill scout but doesnt counter it. Besides asides from spy every other class in the game doesnt have a weapon that insta kills. Everything really comes down to the skill level of both players

Only issue is when a good player may not be used to the movement when aiming when shot
