I saw Cpt Alex not funny guy (who I reported for racism) on the UK 2Fort server today, even though he was banned.
Is it because that racism is only a temporary ban, or...?

permanent bans would be applied for multiple previous bans not as severe (such as racism), hacking, cheating, spreading false info I think maybe depends on what the info was and advertising. So any other ban should only be temporarily

What Ray said above is usually the case. Racism is a temporary ban, permanent bans are only applied for offenses such as cheating, multiple bans after a final warning, advertising other servers, DDOS threats to servers, etc. However, spreading false info generally isn't a permanent ban, in fact it's usually resolved with a 30-60 min punishment.
