For one you had a last chance when Ray banned you for a week, as in that ban you were told your next ban would be permanent.

And that was an abusive call, yes the user your reported was saying offensive language along the lines of "I'm going to rape you" but that doesn't make him a rapist nor should you be reporting people for ridiculous reasons such as that.
