From what I can tell after multiple run ins with this character that they most definitely have something fishy going on, for the most part the have a fresh steam profile i don't know if maybe they have been banned before but that's not what i am accusing them of. I will have a fresh upload on YouTube (The file is to big for here) . This character has been annoying me in almost every session i play in with them.

After they get headshotted you can tell they start aiming on the player through the wall and head shotting them.

While I wouldn't regard the proof as completely indictive of hacks (perhaps that's just me, it is pretty suspicious, though it's a less than a minute vid which isn't much to go off of), I've investigated the player in-game and banned them for using wallhacks. Therefore, this report is resolved.
