Declined Spray banned?

Just want to know if i'm spray banned. There's a count down and whenever it reaches 0 it goes back up to 60 minutes.

Also, why would you be spray banned in the first place? I see you have a ban for having an inappropriate spray from a while back, so can you clarify what your spray was?
