Accepted Steam ID upon leaving server Plugin

Basically would show a person's Steam ID upon leaving so Freekillers couldn't leave without consequences. I believe it's fully up to date and I've seen other servers use it in the past with good results.

It's more of a quality of life plugin. Instead of waiting for steam to update the recent played with, you can just have the info you need right on the chat, encouraging more people to actually report people who break rules and leave. The plugin has other benefits too, but that is the main one to me.
